Public Register of ODSE
This register lists the current Owners, Directors, and Senior Executives (ODSE) of each of the 116 clubs regulated by the IFR.* The register includes individuals and registered societies that satisfy one or more of the below conditions for being an Owner, and individuals that perform one or more of the below Senior Management Functions. The register will be updated regularly to add new ODSE who have been recently approved by the IFR, and remove ODSE who are no longer in their role.
The register does not include individuals performing a Senior Management Function on a temporary basis, in line with the IFR's temporary appointments policy
The information published in this register has been provided to the IFR by regulated clubs. While the IFR tries to ensure the information is correct and complete, we cannot guarantee its accuracy, completeness or suitability for any purpose and do not accept liability for errors or missing information.
* Note: Currently, the ODSE for the four clubs promoted into the National League for the 26/27 season are not included in the register. These will be added in due course.

Definition of Owner
An individual or registered society is an Owner of a club if one or more of the following five conditions are met:
Condition 1 - The person has the right to exercise, or actually exercises, significant influence or control over the activities of the club
Condition 2 - The person holds, directly or indirectly, more than 25% of the shares in the club
Condition 3 - The person holds, directly or indirectly, more than 25% of the voting rights in the club
Condition 4 - The person holds the right, directly or indirectly, to appoint or remove an officer of the club
Condition 5 - The person has the right to exercise, or actually exercises, significant influence or control over a trust, partnership, unincorporated association or other body that would meet one or more of Conditions 1-4
Note: A registered society is a means of ownership commonly used where clubs are 'fan-owned’. These are denoted by * in the register.
Definition of Senior Manager
An individual is a Senior Manager of a club if they perform one or more of the following six Senior Management Functions (SMFs) on a permanent basis:
SMF1 Chair Function - having responsibility for chairing the board of a regulated club and overseeing its performance
SMF2 Chief Executive Function- acting in the capacity of a chief executive (or equivalent) of a regulated club with the responsibility, alone or jointly with others, under the immediate authority of the board of that regulated club, for the conduct and management of the whole of the business of the club
SMF3 Chief Finance Function - having responsibility for management of the financial resources, financial planning, and financial reporting of a regulated club, including reporting directly to the board of that regulated club in relation to its financial affairs
SMF4 Chief Operations Function- having responsibility for managing all, or substantially all, of a club’s internal operations (or those of a significant part of the club)
SMF5 Director Function -
- acting in the capacity of a director of a regulated club and registered or registrable under the provisions of section 250 of the Companies Act 2006, or
- acting in the capacity of a shadow director as described and set out in section 251 of the Companies Act 2006.
SMF6 Other Key Decision Maker Function - having a significant influence on the management or conduct of one or more aspects of a regulated club's affairs in relation to its regulated activities
Note: Directors of companies in the broader corporate structure of the regulated club, who are not directors of the regulated club itself, are not considered to perform SMF5 but may perform SMF6.
